The so-called «level of culture» of a particular community is usually determined — by eye, more precisely, by ear — by how many honoratives are used in the speech of speakers, how depressives are used, and especially — how frequent are «negative addressives» and what is the volume of pejorative statements .

In general, we can say that there are several typical variants of verbal behavior closely related to the socio-economic situation of a given society.

So, a society where pejorative appeals are accepted as the norm (simply, everyone constantly curses each other, and the most common appeal is “well, you fucking”) is a society devoid of cultural and economic capital, a society of oppressed, subordinates, slaves, dangerous to each other, but weak to everyone else. This is a garbage dump, a homeless man, a sobering-up center, a slum, a ghetto. If such morals are accepted among the “type of decent people”, this means that the whole society as a whole, “an masses”, is omitted.

A society where honorifics of different levels are in use is, on the contrary, a “society of the true masters of life”. That is, a collection of wealthy people, in every sense of the word. There, everyone politely bows to each other, observes complex etiquette and is called «respected ladies and gentlemen.» Again, if such refined morals are adopted even among the poor, this means that the whole society as a whole is at a very high stage of development. A society where forms of address are demonstratively neutral are, as a rule, «societies of individuals» who consciously do not want to «establish too close relations». For example, employees of a company with high staff turnover. Everyone has official faces, everyone calls each other “according to the corporate standard” (whatever it is), respect is kept in the prescribed norms.

A society where depriatives are in use (that is, interlocutors are publicly humiliated, and this is considered normal) is a society of servants, even if they are high-ranking ones (for example, the bureaucratic environment). Where they talk to the superiors with whispers, letting in a word-word through the word, and those, on the contrary, squirm and show their position in every possible way. “Your wander, if you please …” — “Fuck, cudgel!”

Finally, a society in which everyone does nothing but show off, but no one shows respect for anyone — these are, as a rule, criminal or semi-criminal communities, as well as a society of nouveaux riches, rich people and other subjects of this nature. Such communities do not live long, so the grammatical forms of show-offs usually do not have time to settle down — everything is based on intonation. “Yes, yes, I …” — says Vovan in a crimson jacket, hoping that no one will answer him in rhyme.

So, let’s note the main thing. A society of «gentlemen who respect each other» is a «cultural society», in the good sense of the word.

In general, they can be divided into two categories. These honorifics are personal and impersonal.

An impersonal honorific is a demonstration of respect not so much for a person as for his status or position. As a rule, it is used when referring to a stranger, or to a person who is much superior in status.

In the first case, when it comes to status, prefixes to the name are often used, which are added without fail. Starting from titles and ranks and ending with special words that mark respect as such (for age, for position, for merit) — from “the most illustrious prince” and ending with all sorts of Asian “most respected” and “ata”.

One should not think that these are archaisms — for example, in Soviet society, with its reverence for science, there was the title «academician», which everyone recognized just for the title, and even in oral speech they said — «academician Ambartsumyan». As regards respect for the position, the honorific was usually used when addressing. The simplest impersonal honorific is “polite you”, found in all European languages. In English, too, “you”, “thou” have fallen out of use, which again characterizes the level and status of this remarkable country in many respects. “You” is applicable in any situation in which you need to indicate respect for the interlocutor and at least a minimum distance.

The reverse side of impersonal honorifics are contemptuous names that are not personally associated with a person — starting with an emphatically disrespectful “you” (“well, you, who am I talking to”), and all sorts of “hey, man”, “well, you, schmuck”.

However, there are funny incidents. For example, the typical honorific «citizen» in Soviet speech usage acquired a disrespectful connotation, as it began to be perceived exclusively in the context of police detention — the famous «let’s go, citizen.»

There are also personal honorifics. They emphasize respect for the person personally, as such. In order to use it, you need to know something about a person, to demonstrate minimal competence.

It is quite obvious that a patronymic is a form of polite address. Of course, it has nothing to do with any «paternalism».

It cannot be said that the patronymic is original. In many eastern countries, the same mechanism is used — all sorts of «ben» and «ogly». But it was in Russian that the patronymic became a flexible, powerful, universal tool that allows you to convey very subtle shades of attitude towards a person. I would like to add here that not only to a person, but also to his family, clan — but alas, what is not there is not. Patronymic is an abstract thing. About 700 thousand Russian (Soviet) citizens are buried in Germany, two thirds of them are listed as unknown. In total, there are more than four thousand Russian (Soviet) military graves in the country that need constant care. In this regard, the department is entrusted with a range of tasks, the solution of which is carried out in cooperation with the German federal and local authorities, archival institutions, public organizations and volunteer movements.

GENERAL INFORMATION ABOUT RUSSIAN (SOVIET) MILITARY GRAVES IN GERMANY

There are a number of features of Soviet military burials in Germany. In the eastern federal lands, Soviet military memorial complexes and military cemeteries are most often located. In the western ones — single, mass graves in local church or municipal cemeteries, as well as graves in the cemeteries of the former camps. Prisoners of war and persons deported to forced labor in Germany are buried here.

Article 34. Remains of the deceased

1. The remains of persons who died of causes related to the occupation or in custody as a result of the occupation or hostilities, and of persons who are not citizens of the country in which they died as a result of hostilities, shall be respected, and the burial places of all such persons shall be respected, held and identified as provided for in Article 130 of the Fourth Convention, unless the remains of such persons or their places of burial are accorded more favorable treatment in accordance with the Conventions and this Protocol.
2. As soon as circumstances and relations between the opposing parties permit, the High Contracting Parties in whose territory there are graves and possibly other places of burial of the remains of persons who died as a result of hostilities or during occupation, or in conclusion, conclude agreements for the purpose of:

a) facilitating access for relatives of the deceased and representatives of official grave registration services to burial sites, as well as determining practical measures to ensure such access;

1. b) the continued maintenance and care of such burial sites;

c) facilitating the return of the remains and personal effects of the deceased to their home country at the request of that country or, if that country does not object, at the request of close relatives of the deceased.

3. In the absence of the agreements provided for in paragraphs 2b or 2c and if the country of origin of the deceased does not agree to maintain such burial sites at its own expense, the High Contracting Party in whose territory such burial sites are located may offer to assist in the return of the remains of such deceased to their homeland. When such proposal is not accepted, the High Contracting Party, after the expiration of five years from the date of such proposal and after due notice to the country of origin of the deceased, may take the measures provided for in its own legislation in respect of cemeteries and graves.
4. The High Contracting Party in whose territory the burial sites referred to in this article are located shall be permitted to exhume only:

a) in accordance with paragraphs 2 «c» and 3; or

1. b) when the exhumation is necessitated by the highest public necessity, including cases necessitated by medical necessity and the need for investigation; in this case, the High Contracting Party shall always treat the remains with respect and notify the country of origin of the deceased of its intention to exhume, as well as provide it with details of the proposed place of reburial.

Aware that caring for the graves of those killed in wars on Russian and German soil is a concrete expression of mutual understanding and reconciliation between the peoples of the Russian Federation and the German people,

pursuant to Article 18 of the Treaty of Good Neighborliness, Partnership and Cooperation between the Union of Soviet Socialist Republics and the Federal Republic of Germany dated 9November 1990,

Desiring to settle finally the questions concerning the war graves of the First and Second World Wars located in the territory of the Contracting Parties in which the dead of the other Party are buried, 6*

Desiring to ensure that these graves are preserved and cared for in a dignified manner and in accordance with the provisions of international humanitarian law in force,
have agreed as follows.

Article 1

This Agreement concerns the preservation and maintenance of war graves of the Contracting Parties on the territory of both states.

Article 2

For the purposes of this Agreement, the following terms mean:

a) «killed in wars on the German side»:
persons who were members of the German armed forces,
persons equated to them in accordance with German law,
other persons with German citizenship who died as a result of the events of the war of 1914-1918, as well as the war of 1939-1945 or as a result of their deportation;

b) «German war graves»:
located on the territory of the Russian Federation, the graves of those who died in the wars from the German side;

c) «German war graves»:
cemeteries or sections of cemeteries on the territory of the Russian Federation that still exist, may be discovered or re-founded and where those killed in wars from the German side are buried;

d) «killed in wars on the Russian side»:
Russian citizens who were part of the Russian and Soviet armed forces and who died on German soil as a result of two world wars,
Russian citizens who died in German captivity or its consequences before March 31, 1952,
Russian citizens who died in German internment camps between September 1, 1939 and May 8, 1945,
Russian citizens who were abducted to Germany in the period from September 1, 1939 to May 8, 1945 for forced labor or who were there against their will and died during this period, 90,005 Russian citizens who were kept in collection camps under the supervision of generally recognized international organizations for helping refugees and who died there or after transferring them to hospitals between 9May 1945 to June 30, 1950. If the management of the assembly camp was transferred to the competence of the German authorities after July 1, 1950, then the specified period is extended from June 30, 1950 to the day preceding its transfer to German control;

e) «Russian military graves»:
graves of those killed in wars on the Russian side located on the territory of the Federal Republic of Germany;

f) «Russian war graves»:
places in the territory of the Federal Republic of Germany, where those killed in wars from the Russian side are buried.

Article 3

1. The Government of the Russian Federation and the Government of the Federal Republic of Germany shall ensure the protection of war graves and the eternal rest of those who died in wars from each of the parties in their state and will strive to free the territory surrounding war graves from all structures incompatible with the dignified appearance of these places.
2. The Government of the Federal Republic of Germany shall have the right, at its own expense, to equip and care for German war graves and German war graves in the Russian Federation.
3. The Federal Republic of Germany shall ensure, at its own expense, the preservation and maintenance of Russian war graves on the territory of the Federal Republic of Germany.

Article 4

1. The Government of the Russian Federation and the Government of the Federal Republic of Germany provide each other from the moment of laying cemeteries free of charge and for an unlimited period of time, plots of land used for military burials of both sides as a place of eternal rest for those killed in wars.
2. Property rights are not affected by this Agreement. All questions about changing the boundaries of sites used for military burials, which may subsequently become necessary, will be resolved by mutual agreement of the Contracting Parties or organizations authorized by them. If, by agreement of the Contracting Parties, the site completely or partially ceases to be used for the intended purpose, then in this case the government of the state concerned loses the right to use it.
3. If the land provided in accordance with paragraph 1 of this article is required for other purposes due to urgent state necessity, the government of the state concerned shall allocate another suitable land to the government of another state and bear the costs of reburial of the dead and arrangement of new graves. The selection of a new site, its arrangement and reburial are carried out by mutual agreement. Reburial is carried out mainly by transferring war graves to the places of already existing war graves.

Article 5

1. The Government of the Russian Federation will allow the Government of the Federal Republic of Germany to transfer the graves of those killed in wars from the German side, the reburial of which the Government of the Federal Republic of Germany considers necessary, if this does not incur expenses for the Government of the Russian Federation and after considering the relevant plan. The exhumation of those killed in wars on the German side is carried out by workers at the choice of the German Side.
2. If the Government of the Russian Federation considers it necessary to transfer Russian war graves to the territory of the Federal Republic of Germany, the Government of the Federal Republic of Germany will allow the reburial of the dead after consideration of the relevant plan submitted to it for approval, if this does not incur costs for the German Party. The Government of the Federal Republic of Germany, for its part and at its own expense, has the right to propose to the Government of the Russian Federation that such reburials be carried out.
3. For each reburial of a person who died in wars, a protocol is drawn up by the German side, which indicates the former and new location of the grave, personal data, an inscription on a personal sign or other identifying features. One copy of this protocol is submitted to the Government of the Russian Federation.
4. If German war graves on Russian territory, which, according to reliable information, existed earlier, now, due to changes in infrastructure, have ceased to exist and the removal of the remains of the dead buried there on the German side is no longer possible, then the Government of the Russian Federation, at the German request, will allow installation in these places of simple and worthy memorial signs. For these purposes, the Government of the Russian Federation will provide a suitable site.
5. If prior to the final burial within any German military grave it is necessary to temporarily bury the remains of those who died in wars from the German side found on Russian territory, the Government of the Russian Federation will take measures for their proper and dignified temporary burial and marking of the graves. The German Party may bear the proportionate costs arising from this as part of the total costs of the final burial.
6. In the event of subsequent discovery on German territory of those killed in wars on the Russian side, the Government of the Federal Republic of Germany will ensure their proper and dignified burial and marking of the graves.

Article 6

If, along with the war graves of each side, there are also graves of war dead from other states within Russian or German war graves, this fact must be given due consideration in decisions regarding the preservation and care of these graves.

Article 7

1. Transportation of the remains of those killed in wars from the German side from the territory of the Russian Federation to the Federal Republic of Germany requires the prior consent of the Government of the Federal Republic of Germany. The Government of the Russian Federation will allow such transportation only with such consent.
2. The consent of the Government of the Federal Republic of Germany is also required for applications received by the Government of the Russian Federation for the purpose of transporting the remains of those killed in wars from the German side to third countries.
3. Paragraphs 1 and 2 of this article shall apply respectively to the transportation of the remains of those killed in wars from the Russian side to the Russian Federation or third countries.
4. All costs and fees for the exhumation and transportation abroad of the remains of those killed in wars from the Russian or German side are borne by the applicant.
5. During the exhumation of the remains of those killed in wars for the purpose of their transportation, representatives of the authorities of the Contracting Parties may be present.

Article 8

1. The Government of the Federal Republic of Germany entrusts the technical implementation of the tasks in the Russian Federation arising for the German Party from this Agreement to the German People’s Union for the Care of War Graves (hereinafter referred to as the People’s Union).
2. The Government of the Russian Federation entrusts the technical implementation of the tasks arising for the Russian Party from this Agreement to the Association of International Military Memorial Cooperation «War Memorials» (hereinafter referred to as the Association «War Memorials»).
3. If one of the Contracting Parties intends to issue a corresponding instruction to any other organization, an agreement is reached between the Contracting Parties in this respect.

Article 9

1. The Government of the Russian Federation provides the People’s Union with all possible assistance, in particular, provides access to documents on German war graves and deceased German servicemen, which are or will be at the disposal of all state and other institutions. Other agreements are not affected by this.
2. The Government of the Federal Republic of Germany also provides assistance to the War Memorials Association, in particular, in providing all documents containing information about personal data and the location of the graves of those who died in wars on the Russian side. This also applies to documents that may be discovered in the future.
3. In order to fulfill its tasks, the People’s Union may send its representatives, specialists and other workers to the Russian Federation.

Article 10

1. In carrying out the work arising from this Agreement, the People’s Union shall, to the extent possible, use the services of local labor and use local materials in accordance with the conditions of free competition.
2. The People’s Union may also import into the Russian Federation from the Federal Republic of Germany or from the Member States of the European Community the equipment, vehicles, materials and accessories necessary for the performance of the work referred to in this Agreement and export them.
3. When these items are released, the following procedure applies:
a) equipment and vehicles temporarily imported into the Russian Federation are allowed through with a note from the customs authority on the import of these items under the obligation to re-export after completion of work;
b) materials and supplies intended for the arrangement and decoration of graves or the care of graves, memorials or cemeteries are exempt from customs duties, taxes and other fees upon importation, if in addition to the usual customs declaration, the customs authorities are provided with: ; an undertaking signed by a duly authorized person that the named items will be used only for the purposes provided for in this Agreement.

Article 11

1. The provision of the sites specified in paragraph 1 of Article 4 of this Agreement, used for German military graves, gives the People’s Union the right, within the framework of the current Russian legislation, to directly carry out all work on the arrangement and improvement of military graves, as well as on the construction of appropriate access roads, premises for visitors and to create other necessary conditions for their stay.
2. The People’s Union is responsible for ensuring that all the sanitary and hygienic standards stipulated by Russian legislation are observed during its construction work, as well as that the relevant legal and administrative regulations regarding cemeteries are complied with.

Article 12

The Association «War Memorials» and the People’s Union work closely with each other in carrying out their tasks. The details of the practical and technical implementation of the provisions of this Agreement are governed directly between them.

Article 13

This Agreement shall enter into force one month after the date of notification by the Contracting Parties to each other that they have completed all the necessary internal procedures for this in accordance with the existing procedure.

Done in Moscow on December 1992 in duplicate, each in the Russian and German languages, both texts being equally authentic.

MAIN OBJECTIVES OF THE DEPARTMENT

Record keeping and certification of military graves

Certification of Russian (Soviet) military graves in Germany is the basis of the work of the department for perpetuating the memory of those who died defending the Fatherland. Its purpose is to compile a complete list of Russian (Soviet) military graves, to provide an opportunity for the relatives of the dead, on the basis of the information contained in the card, to independently find the grave of their loved one.

A military burial passport is an accounting card with information about the location, type and condition of the burial, contains a plan and a photograph of the cemetery. It also contains information on the number of buried people and their personal data — last name, first name, patronymic, military rank, year of birth and date of death. If the number of those buried exceeds three to five people (for example, more than 65 thousand Soviet prisoners of war are buried in the burial in Stukenbrock-Zenn!), In addition to the registration card, a list of those buried with personal data is compiled. The military burial passport is drawn up in two languages, in triplicate. One copy remains with the local authorities, the second — at the Russian Embassy, ​​the third is sent to Moscow.

Passports of military graves are being digitized and placed in the interactive service «Memory of the People» and OBD «Memorial», which are used daily by millions of residents of Russia and other countries, as well as foreign specialists and search engines.

Appeals are made using automation tools or in legible handwriting without abbreviations.
